you aight, go for it, if you need flashlight use something that produces redlight(looking at regular flashlights and headlights will make it so you have to wait 15 minutes or so for your eyes to adjust to the night sky) . Binoculars are pretty cheap and nice for stargazing as well if you can't afford a telescope. If you're really interested, join a local astronomy club to rent their telescopes for real cheap.

dont really need a telescope its more about seeing a star filled sky and the milkyway.

moon would be 15 degrees above the horizon and 76% illumination
will go down at 2 and thats also when the austronomical twilight begins

is it going to effect it significantly?

A couple of years ago I moved from the middle of a city of six million where little was visible dimmer than Venus to the suburbs and now to a rural area. I'm looking at getting to star gazing. Are there any telescopes under $300 that are worth buying? Also I have to wear glasses. Do most people keep them on while viewing through a telescope or do you try adjusting the optics to compensate?

Whew.. a lot here.
Moon's a bummer. It'll wash out a lot of stars and for the most part, the Milky Way. The Moon will be near the core of our Galaxy, so that's kind of cool. I guess. And , you won't need your silly flashlights while outdoors. Flashlights will keep you focused on what's in the beam. No flashlight and you'll see all around you.
To the left of the Moon will be Jupiter, then Saturn. Mars will rise around 11:30. Straight up will be a triangle of three bright stars cover much of the sky: the summer triangle. The brightest star is Vega, and is generally the direction our solar system is heading on its way around the galaxy.
Bring a camera. Landscape photography under a bright Moon and capturing stars can make for some pretty cool shots.
