Franco Vargas Pallete is doing grad studies at UC Berkeley.
In Peru you go to university at age 15.
Now, why does that one school in Peru do better than most.
It's because of the coaches. It's the same reason why one soccer team loses and the other wins, it's because of the coaches who design the plays that help them win, and in Peru these coaches have IMO exp and they have designed it so they will win too.
Most country's also hire and trade olympiad coaches, you'll see Russians training some commonwealth group, a chinese guy in the US, etc. It's like the regular Olympics when the US Gymnastics team was run by a Chinese coach who had one the olympics there and was a hired gun.
