It's the same of black nationalist movements from around the same time. These are perfectly reasonable concepts given that they were stuck in other cultures that were hostile towards them.
Einstein emphasizes that although this is a Jewish nationalist endeavor, it should be tolerant and open to people of any ethnic group. This University he proposes is a protest against the intolerant nationalism found in his home country at the time.
Thankfully, we now live in a world where such things aren't needed, and I believe Einstein would agree. Most Western cultures are tolerant of all ethnic groups. It just didn't seem like such a future was coming anytime soon from the perspective of someone living in 1925. Of course advocating for such a thing would be racist if said in 2020, but it wasn't in 1925.
