it's not the sugar itself but gradient of concentration
light moves slightly slower in more sugary water at the bottom than less sugary water towards the top so beam bends downwards
same principle as mirages just upside down
there is another interesting thing sugar water can do to light, it makes it spirally polarized due to shape of sugar molecules
