What resources or reproachability would those half-a-million need, and can they be met by some minimization/optimization function devoted to being provided them in order to shift workload quantity to the largest number of people instead of a smaller number of people being the only true winners in the rigged game we call capitalism?

It is rather simple actually. Use an AAV to replace the genes that shows a lack of intelligence with sterility, massive cancers, or infant mortality, which downregulates the long-term survival of the new gene but no so much it can't be spread if the proper expression vs non expression is chosen you'll keep the smarts safe and the dumb removed. Ypu can also try changing that gene to make them smarter but personally I prefer the sterility option. If you were not one of those carriers you'd have figured this out long ago.

Fortunately they are proposing a solution to this themselves. By demanding reparation they are indicating that they no longer regard America as their true home. So pay them to emigrate back to Africa, even $200,000 would a small price to pay and be worth a fortune in Africa. As for the rest, sterilise any with a low IQ - I'm tempted to say 'castrate' as it would give more of incentive to study and help combat the anti-intellectual culture among some blacks.
