Because excel is a garbage application. Try adding true as the fourth argument to VLOOKUP.

enter FALSE after the the last semicolon, ie:
>=VLOOKUP(E3;$B$2:$C$6;2;FALSE)

Do you write these functions into cells? If you don't understand what specific arguments do, simply click on the fx icon and check line by line what each argument does.

tl;dr you need to input FALSE when doing vlookup stuff for words because if it's omitted it reverts to TRUE and you can't have a closest string match
