13% of Americans live in poverty. That's about 41,730,573 people. 42 million people.
If you want to break it down by race, 9% of white Americans live in poverty. That's 9% of 197,277,789 people. That's about 17,755,001 people. 18 million people.
Meanwhile 22% of black Americans live in poverty. However they make up roughly 13% of the total population. So that 22% translates to 22% of 39,445,495 people, or about 8,678,009 people. Roughly 9 million people.
So that would mean roughly twice (2x) as many whites live in poverty than blacks. Yet the statistic in question says a black American is 7.64 times more likely to be a criminal offender.
So obviously "Economic inequalities" is not a sufficient explanation.
