Ignoring wind resistance, because a 2.54 cm diameter is literally 5 square cm of area so its essentially nothing.
That's a speed of 847 m/s. I'm not actually going to get a calculator and piece of paper out to calculate changing gravity as the difference will be minuscule.
As for wind resistence, it won't play as big a role as you think. Air Density is only going to be a factor at about 5000 m, at which point the rod will already be going approximately 600 m/s, meaning it will have around 8.5 seconds of flight time where it will be slowing down. My very rough calculation comes out to around 500 m/s.
This will give roughly 6000 kJ of energy. So not very much in terms of weaponry.
