So someone recommended me this guy, and he claims religiousness is genetic, and the very next thing he says is that the genetic correlation is .4(40%). He's full of shit, right? It has to be 95% for it to be legit?

Are you confusing correlation with confidence?
95% is usually the minimum for how statistically confident you have to be that you're right. If you were very confident about a weak/moderate correlation you might be 95% sure that there's a .4 correlation.
