If you're asking why higher intelligence developed in the last few tens of thousands of years: I mean, it has to happen eventually if it's going to happen, right? 3.5 billion years of evolution sounds about fair to develop something like that. If it were 2 billion or 5 billion or 7 billion, would you really be less or more shocked?

As for how it happened, possibly adaptations to interacting socially, war, dealing with catastrophes and major threats, etc. There could've been some critical periods where the most intelligent apes were selected for while most of the unintelligent ones died.

2. Evolution is not a straight line with a predermined destination. Sapient life is not necessarily a logical outcome of life existing, it's not a more advanced stage, not an end goal of life. It just happened, at random, because environmental pressures happened to favor its evolution at one point.

For all we know intelligent life could be extremely rare. What got us here is a series of random unlikely coincidences such as an asteroid wiping the dinosaurs which favored smaller and more intelligent mammal life, which led to protosimians becoming monkeys, developing opposable thumbs, then a group of said monkeys climbing down from the trees, losing their tails, and becoming hypersocial savanna hunters over millions of years.
