The reality is that the institutions are barely holding on to their monopoly on education, and it is through the state giving them validity that they're able to keep their heads above the water without innovating. If people were able to get their degrees without attending an instituion, they would crumble. They're basically banks just with knowledge instead of money, and the only way they're able to keep their scheme going is through support by the state.
I say defund the educational institutions, regulate tuition, and decentrilize education, and education improve itself.
