I want to create a rotating device that has a multi watt infrared laser diode or an array of several inside it.

I want to create a wearable hat version as well as a cartop mounted version. This device must be capable of rotating at several thousand RPM.

Is it possible to make it a standalone attachable unit or would it have to be integrated into a car roof like those self driving car LIDARs?

What can such a monstrosity do and what are the implications of such a device existing?

I would also like to have laser safety windows in the vehicle to protect the driver of such a vehicle with a built in OID.
