The story goes, if you knew this index along with the full quantum state of the universe, you would be able to tell everything that has happened and will happen to you, aka determinism.
The issue is that this index information is unknowable and unphysical. There is not even a far-fetched hypothetical scenario in which you or any physical system would be able to acquire this information. It can only be said to exist in a divine sense. In every conceivable way except the divine, MWI is a random theory. Its divine predictions based in divine information are determined and absolute, but ask for any mundane consequence based in mundane information and it's only a probabilistic forecast.
Science is focused on what is mundanely observable and testable, so scientifically speaking, MWI is a random theory.
