There are so many different theories and explanations regarding this. It's hard to trust China, and no one distrusts China more than other Asian countries. Assuming it started in China, we can't trust its response, but we can trust its neighbors. This may sound petty, but I think their inherent distrust of China lead to earlier, stricter control. They already had more collective tendencies, but being able to distrust China encouraged an early move.
Compare to the US or Europe who would consider such a thing racist. And indeed, the earliest months of this outbreak were characterized by various allegations of racism instead of early containment measures that could have been taken back in January and February.
I remember hearing about South Korea killing it at the same time Democrats in the US were calling this whole thing racist. Not that Trump was willing to do much early on, either, but I think Asia did well partially because they didn't have to care about race.
