The reason being muscle requires more calories to maintain and in maintaining this muscle they may struggle to maintain a pregnancy to full term. This is often why the ONLY way for a woman to 'gain' muscle is literally steroids or some other form of PED.
Either way though, it doesn't matter when it comes to strength. A woman will be weaker than a man sure - but she can also become pretty strong too, at least stronger than when she started if she does a consistent program. Training your nervous system for stress and strength is like, half or more than half of strength gains so to speak, though I'm not going to link the article I read it from because I'm lazy I just thought I had something important to contribute.
But personally if a woman feels like she may be in danger, just carry a gun. A woman can pull a .38 just as fast a man, so as long as she keeps her distance from an attacker she will be alright. It's important for women to realize that proper positioning in dodgy situations is just as if not more important than actually fighting. Being able to draw a weapon, taking on less opponents, or better yet, running away, will save your hide far more often than being a she-rambo.
