We're talking weeks vs. lifetime.
In addition to that HIV isn't all that infectious, you need to have blood contact or sex to transmit it.
And you don't need a lockdown to controll that, just don't have unprotected sex with changing partners and get your partner tested.
You won't get HIV if a person with it cought next to you.
Meanwhile COVID-19 is far more infectious, it spreads via droplets and smeared secretes.
You don't need to have sex with an infected person, a coworker coughing next to you might be enough to infect you.
So a lockdown isn't realy effective against HIV because the people will still be infected after a lockdown and the spread can be reduced to near zero by practicing safer sex.
But it is effective against highly infectious respiratory viruses that infect people only for a few weeks but spread quickly.
HIV could be almost entirely eliminates in civilized countries if mass-tests where a thing.
Maybe tattoo a symbol near the genitals of infected people to make sure their potential partnerd know.
