Biggest issues for buildings are rain, ventilation and fire and those are better dealt with when the building is above ground. You would not even gain the advantage of not having to deal with wind since the soil pushing into underground structures is also a force acting sideways on the building, albeit a more constant one.
If environmental factors were different, building underground makes more sense. Like on Mars, where biggest issues would be radiation, temperature and meteorites.
