Cross reference that with the amount of the public that actually give blood, why would you expect to see black people in regular occurrence when donating?
Anecdotal evidence doesn't mean anything but I know more black people that give blood than white as there's more of a drive to get blood from black people.
Due to conditions like sickle cell (the need for blood) and rarer blood types being more common in the 'non-white' population more doners are required.
I will say however, the black community should be upping it's efforts to give more. They currently do not donate enough.
