You want to make a true AGI, we can do it in less than 20 years.
The trick, is recreating the human condition by creating a robotic humanoid body so they have enough shared human experiences so that way they can be plugged into the collective unconscious.
I don't care if you think the collective unconscious is pseudoscience, it's very real. When two people have a conversation for instance the VAST majority (and I do mean vast majority) of the information exchanged is not through words, but through subtle unconscious cues. Intonation, subconscious/unaware metaphors, body language/facial expressions. They express much more information in much the same way that a picture is worth 1000 words. Most people aren't even aware they're doing this.
In order to plug a machine into it, you'd need to give it a humanoid body. One that's similar enough to other humans that it can empathize with other humans. Without the ability to easily empathize and connect to humans and their collective unconscious, there is but 1 other path to elevate their consciousness. That is to create a separate collective unconscious for the AI. This could only be done by creating a separate society of sub-culture of many many AI where they can learn to empathize with each other. They'd work together, live together, learn from each other, and eventually learn to be empathetic towards each other. From this they could learn to empathize with humans and learn to connect to them.
