You won't build a "real" submarine and it's pretty easy to make a surface submarine if you really want to out of some oil barrels or something.
If you unironically want to make a real submarine then just buy a commercial one and use that as a template.

I mean one that doesn't really have to worry about thinks like really diving more than a periscope or air tube depth as in it operates in the surface layer of water and more ducks underwater than really dives.
