First, IQ is complex, and although there are genes that track with IQ, there isn't a 1:1 (i.e., if you have a certain SNP you are more likely to be intelligent, but not all individuals who have the SNP are necessarily going to be more intelligent). More than that, the adult brain is fairly set, and these IQ linked genes may only play a role during brain development. You could probably induce some crazy plasticity with some sort of drugs, but probably not permanent gene changes.
