If you are applying for a PhD, chance is that you are better go to a lower ranked to get an intermediate master degree, to improve your overall profile.
That's what I did.
GRE weight very little in the admission process because:
1) It's only used for cutoff purpose. If you are below 155? You are dead meat. But if you got a 170? You will be treated the same as someone with a 165 scores. They will then weigh both of you based on your undergrad results.
2) A lot of Chinese students grind GRE so it's inflated.
