Would it be possible to use exhaustive randomness at quantum level to run a lottery in which each of the tickets will win in at least one of the many worlds?

Traditional lotteries are ultimately deterministic, the result is predetermined.
It will be the same in all of the worlds.
Would it be possible to use, say, radioactive decay to make "truly" random draws where it's guaranteed each ticket will win in some world?
