when I worked in a lab at a university, we had to put in some documentation with Sigma-Aldrich on a regular basis just to order iodine (which can be used to reduce pseudoephidrine to meth), b/c state law required it. It was trivial, but it was required. Sigma or other suppliers will balk at shipping to a private residence. At the very least you'll have to incorporate, but again you'll be fucked b/c the state/city wont let you do it at your house.
