EMP is a shit weapon. Worst you're going to do is blow fuses and some transformers across the power grid. Guess what? Power companies keep a stockpile of both. Cars will be fine. Most consumer electronics will also be fine. A nuke is more effectively used to level critical infrastructure directly. Things like major cities, dock yards, shipping hubs, military hardware manufacturing plants, and military bases themselves. The thing is, you have to seriously mean to completely soften the enemy for a follow up all out land assault and occupation, but you're guaranteed to get fucked yourself by MAD. Nukes will literally never be used again unless you have a nuclear power firmly against the wall, and mean to massacre them regardless. You have to have nothing to lose before using them as a final fuck you becomes practical.
