Need medfag advice

I face two annoyances:

The first being that no matter how much I wash my face and brush.my teeth, floss and rinse my mouth my upperlip keeps smelling and I notice my breathe gets progressively worse very fast after Ive done my oral maintainence.

The only contributing factor to this I can think of is that I smoke (not gonna quit thanks for giving well intentioned motivation but I can nor want to quit its my only joy in life).

But this cant be the only reason for halitosis and upper lip stank. My breathe is not bad enough to cause offense to others so it is less of concerning but I have the compulsion to keep smelling my upper lip and get disgusted by that so I keep washing but it smells bad again within approximately 3 minutes.

The second is that I have an compulsive urge to 'fix my eye' with regards to pressure and position (hard to explain theres no medically wrong with my eye its just a feeling)

Its kinda OCD esque behavior though I do not at all want to say I have OCD cause I know people that actually have that and saying I have OCD would just be offensive in a munchause 'Stolen Valor' (I can unfortunately not come up with a better comparison) kinda way. I also have to debate with myself with every thought I have whether it was appropriate for me to have that thought and every word I use whether that word in the context of the sentence and my situation was appropriate.

Any advice?
