When he says 'tested' he doesn't mean 'tested in a lab funded by the company trying to sell you the product' or 'tested in a lab funded by the government with politicians funded by the company trying to sell you the product'. He means 'tested by time: no large-scale catastrophe has been caused by it that made us humans turn away from its consumption'. Because a human can declare "my calculations prove that volcano will never erupt" and people may or may not believe it, but after it erupts people will absolutely believe in those corpses and all the tragedy.
