Thats literally the opposite.

Its very simple. Youth is universally attractive, because youth = health.
When humans start to develop their secondary sexual characteristics they are no longer seen as androgynous larva nobody cares about but as small adults, thus adult+youth=sexy

When the binary switch of secondary sexual characteristics is flipped and you can start to notice that something is a male or a female by casually looking at it, that human is now on the market, and youth makes things more appealing for the aforementioned reason.

Now, different humans develop at different rates. Depending on environmental conditions and genetics there is a range of a 2-3 years where there is an overlap of prepubescence and pubescence.

The different in self reporting i think has more to do with what people imagine when you give them an age in this rage.
