What is it with transition metals having inconsistent electron configurations that shit all over the aufbau principle? Why is the 4s subshell considered a higher energy state than the 3d subshell?

I have not heard a satisfying explanation from a textbook, my teacher flat-out admits he doesn't know why, and the internet very is handwavy about it.
