Mostly just cultural standards. 150 years ago, it’d be odd and boyish for a businessman to lack facial hair. These days, it’s often perceived as being indicative of a person who couldn’t be bothered to shave that morning.

Is it frowned upon though? It's getting more common for people to have facial hair even in professional environments. What people are and always have been interested in is how well groomed you are, which doesn't necessarily mean clean shaven.
