Both have an actual manned program, with participation in the ISS through modules are resupply. India had literally one astronaut to fly on Soyuz, decades ago.
India's planetary science program is also far behind currently. MOM was a demonstrator, it didn't carry a significant scientific payload. ESA's TGO arrived at the same time, carrying more than 8 times more payload. ESA has had missions like Rosetta, SolO, Venus and Mars Express. JAXA has had Hayabusa and Akatsuki.
Then in astronomy it's the same. ISRO has one satellite, AstroSat, which a lightweight. It just doesn't compare to ESA's world leading observatories like Herschel, Planck and XMM. JAXA has also had many astro missions, but on a smaller scale than ESA.
In terms of actual science both ESA and JAXA are above China.
