What they really heard was fewer clicks at the same loudness as before. The answer to your question is that localization is better for describing why the clicks get less frequent instead of getting quieter by clicking at the same frequency. (I greatly simplified the experiment I was talking about. I may have mixed up the procedure a bit.)
