Hard to see from that picture, looks like it might be a bee or ant.
Once a year they spawn and you see a shitload of winged males and queen ants swarming, they mate, the males die, the queen finds a new home and starts her new colony.

You don't really. They should only be around for a few days before they start dying off.
You only really need to worry if you're seeing piles of clipped wings which is what the queens do when they're ready to make a new home. But if you're in a concrete building and not on the ground floor nothing to worry about.
