Question for Biologists/Plant Physiologists

Can plants (for example, grass) absorb considerable amounts of water through their leaves? I was pretty sure they couldn't, but this turfgrass management book I'm currently reading says that when soil is 100% saturated with water and the roots aren't taking up any of it because they can not breathe "the short-term fix is to frequently spray water on to the leaves of plants whose roots are sitting in saturated soil".
Can anyone with more experience than me confirm this? I mean this dude seems like a pro in turfgrass management and it is a huge book. Google search gives me nothing.
