First, which birds are you going to pick? Preferably ones that eat locusts, of course, but you would need to run choice-assays to pick the best bird, because some might attack a few locusts and then run off.
Second, you would need to consider gestation of these birds as well as reproductive rituals. They can only eat so many before stopping, so would you want to new generations. That of course means that the birds need to reproduce. I'm no birdologist, but most have courtship rituals. That leaves less time for eating bugs. All males, would be an option, but they would probably fly off to find a lady bird.
Thirdly, what about cost? Who would rear these birds? Locust events are and "act of God." So would a facility have to have thousands of these birds ready to go at a moments notice. Imagine the cost of that.
Fourthly, what about invasive birds that then nest in regions and become invasive? There is a new beast to wrestle with.
the best option is to find a parasitoid of locusts (if they exist--i doubt it) and release that during an outbreak.
