Could something like MASCOT (part of Hayabusa-2 mission) work on Mars? Are there even robots that can jump around on earth with only reaction wheels / reaction hammers? Nothing could stop such a kind of locomotion besides a very narrow hole to fall into.

yeah, but not well. There were some modular robots from MIT that used them, but it's an inefficient approach. MIT can do stupid shit like this because they have all the funding in the world, fuck em.

then it isn't unstoppable. If it falls too far it'll get damaged. Repeated hops could damage it. It's also not that valuable compared to a rover because it's hard to control. The purpose of a rover isn't to be unstoppable, it's to move instruments around to do science.
