Cancer is just a general term for "mutant/damaged cells with the right combination of errors to allow for uncontrolled growth and spread". It's a probabilistic thing; most fucked up cells just die, but some small percentage get fucked up in just the right way for this to happen. Certain safeguards have to be overcome, etc.
There's no general-purpose way to selectively target all tumors in all cancer patients' bodies. Probably to start with, we may be able to sample a specific person's tumor tissue and then maybe create something which targets that strain of tumor for that particular person, but it's still very hard, and you always have to balance the risk of potentially harming non-cancer cells as well.
Eventually this technology will get so good that most people will be able to have their cancer treated if they're not in the final stage, but that's probably at least like 70 - 120 years away.
