Molecular neuroscientists would argue that one needs too model for example ion channel function at the protein level in great detail in order to accurately capture their kinetics, but theoreticians would probably argue that one can arrive at algorithmic simplifications that capture system-level dynamics relatively well by mean-field modeling. The aim of the human brain project is the former, but I'm personally more inclined to say that the latter will succeed at its goals because it is computationally decidedly more efficient. Moreover, if one does not take into account algorithmic principles on the large-scale, then imprecision in modeling low-level features of the system will propagate upwards in level to major inaccuracies in the simulation, due to non-linearity of the system.
But then again, I'm a pessimist in this respect. In my view, modeling is a tool that is motivated by scientific inquiry, and not a goal in and of itself. There are plenty of neuroscientists who disagree with me.
