The powers that be were very happy because this meant population control would be viable in Africa.
Problem is once the NGOs leave, everything goes back to normal. Even after education has been provided, if the NGOs aren't there to babysit the locals, they go back to their old behaviors. They stop using birth control. They stop practicing good hygiene. They stop properly caring for their babies. The birth rate shoots back up.
The only way to control the population of Africa without resorting to things like genocide is to assign everyone a babysitter. Even now that's not a viable solution on a continentwide scale.
