Why? Bureaucracy, massive budgets, massive contracts, contract bidding, blah blah. The actual drivers of those deals are salespeople and executives and lobbyers and whoever, and the actual engineers are probably treated like shit, paid like shit, and are probably tiny in number compared to all the other people mentioned. That's my guess, anyway.
