Any virus which is new and no one has immunity to can create risks of rapid mass deaths. Especially if it has some chance of particularly bad symptoms for certain people/groups (for poorly understood reasons).
If this were a new influenza strain no one had immunity to instead of a new coronavirus strain no one had immunity to, we would and should still do the same quarantining and lockdown.
