In fact I am a slav and in our poorer commieblock districts it is very hard not to draw parallels with american ghettos as drugs and violence are just as rife as in any american city - we just dont have guns in free circulation so there aren't as many deaths. There are nowhere close to the number of deaths in a US or South American ghetto/favela. There are also social reasons for why these places are worse than our european ones, but they are very, very similar. Remember I am talking of 100% white communities here.
Assuming a racial IQ difference in American blacks it will not be drastic even if it is several points, all the problems with their communities can be solved with sensible anti-poverty policies, better policing and education. Even assuming runners are slightly less bright than white people there is no reason they cannot function better other than social reasons. They are still humans.
The blacks in Africa ,especially the ones scoring really low on IQ have perfectly valid reasons and the tests are from areas where living is an absolute hassle with malnutrition being a common thing such as equatorial Africa.
So in short you don't have a leg to stand on, evolution is not your crutch, you are a retard and your favoured policies will never be adopted.
