Take a look at the cylinder's volume.

V=pi*r*r*h
Let's ignore pi ans say that
V'=V/pi
V'=r*r*h
Let V' be a constant, then if you write h in terms of r you will be
h=V'/r^2
Thus if you want the volume to be the same, you'd wanna either increase the height and decrease the radius or decrease the height and increase the radius.
In transferring from smaller the larger, we're essentially increasing the radius while at the same time decreasing the height.
