They are just differences that exist like the skin color, you might as well ask if there is any way to give niggers white skin while keeping them black it's just an oxymoron question. Either you exterminate them, breed them out till they aren't black, you start a eugenics program (last 2 would take hundreds of years so not really something you can actually do in reality) or you come up with gene editing and swap the relevant gens out between generations.

If they mostly keep to themselves then they should maintain their advantage to the locals and their native homelanders, if the migration increases or they start mixing (which is pretty much unavoidable) then the advantage will erode. Obviously there are the same dysgenetic forces at play, not everyone of them will be above average even if they as a group are and some of the offspring will be also below average by random chance and the lower IQ people will have more kids at todays society so assuming nothing changes then that will also work against them.
You could also take the cultural approach, success in life and IQ aren't just genetic so destroying the black culture and sprinkling the populations around forcing them to integrate would also help but again that's not natural as people seek their own people to live with.
Really though the question is kinda moot anyways, there will always be someone who is "superior" and someone at the bottom of the pile by some measure so there isn't much point chasing that not at least until gene editing becomes the norm.
