when i put a bottle with ice into water to cool the water down, the ice melts but always in a bottle there remains a white fuzz
what is it?

You probably have hard water and when the water freezes it precipitates some of the minerals for it.
I used to live in south dakota and our water tasted almost salty from all the minerals in the ground water and when your ice melted you saw flakes of shit falling to the bottom of your glass.
If you're re-using bottles spend the money to get real water bottle that isn't going to put plastic in your water.

you'll have to figure out what kind of water you're using, but usually it's a blend of minerals and/or chemical compounds that don't freeze. a white fuzz might be chlorine or fluoride used to sterilize tapwater
