The best combination for getting into black budget projects is family+PhD+military. A formula might be something like
0.4F + 0.3M + 0.2P + 0.1L = chance you get a good job at a secret facility.
F: are you from a Family with (at least prior) influential government ties?
M: are you an veteran officer in the us Military, and have you done something someone could use to blackmail you into secrecy? (preferably yes)
P: do you hold a PhD in a relevant area? (engineering, physics, psychology, etc.)
