Shouldn't it be possible to develop some sort of a hybrid between a tranquilizer gun and a taser/stun gun? If it can be pulled off it would be superior to a traditional gun, as shooting someone in the leg would be just as effective as shooting them in the head, with the added benefit of being non-lethal in most cases.

I think the major technical challenge is developing a bullet that holds an electric charge that is released upon impact, and lasts long enough to provide sufficient impairment until the tranquilizer kicks in.
