Even at extremely high doses only some of the sheep could reach zero cerebral cortex activity. My guess is that consciousness during a "k-hole" is happening during times where the cerebral cortex is active. Even if some humans sometimes reach a 5 minute "eeg hole" like that most extreme sheep, the things they remember probably come from the minutes around that hole. Like you remember the things before and after a sedation and you might think that nothing happened in between that.
