The heat flow would depend on the temperature difference. 1 millisecond is definitely long enough to guarantee death if it was hot/cold enough

Depending on conductor, heat transfer is often slower than electricity.
The skin is a bad conductor of heat so 1 millisecond of 100C and -100C would be barely noticeable.
