Socioeconomic factors and racism. Also whitewashing of history and the fact blacks have been too busy as slaves for so long they just haven't had the time to grow smarter. Give it a few generations of reparations, blacks will be the smartest race in the world.

None of which has little to no affect on IQ because Africans who were not sold into slavery have strong social ties and have a ethnic heritage are also low IQ.
